The best paver base is not simply the cheapest gravel available. A good base must compact into a stable layer, support the expected load and work with the site drainage, soil and paver system.
Look for a compactable, graded aggregate
Paver bases commonly use crushed aggregate containing a controlled range of particle sizes. Angular particles interlock, while smaller particles help fill voids during compaction. Rounded decorative gravel such as pea gravel generally behaves differently and should not be substituted just because the volume is similar.

Confirm the full system
The aggregate base works together with prepared subgrade, bedding layer, edge restraints, drainage slope and the pavers. Follow the paver manufacturer or local installation standard for material and compacted depth, particularly on driveways or difficult soils.
